Roy E. Costa, R.S, M.S., President of Environ Health Associates, is a Registered Sanitarian and retired public health official. Mr. Costa is the Past President of the Florida Environmental Health Association and Florida Association for Food Protection. He has more than 33 years of experience in the field of disease control, prevention and public health education.
Foodborne Illness Investigation
Disease spreads through food in several ways, but outbreaks always involve an agent, a host and an environment, operation or process. Operations involving people, equipment, food, water, air, and facilities sometimes provide the necessary pathways for human pathogens to spread.
Not only do illnesses have legal consequences for companies, but outbreaks seriously affect consumer perception, affecting the viability of the firm or operation itself. Outbreaks of communicable disease are events that place both the public and the operation in a dangerous situation. We help to investigate the sources of contamination so safety can be restored.

We also conduct inspections of water and waste water facilities, lodging facilities, and public swimming pools. Additionally, we work along side government investigators as third party assessor of prevention and control efforts during outbreaks, and represent clients during a crises.

We promote several unique products to address the problem of food and environmental contamination. Actively involved in the promotion and application of HACCP, we conduct on-site validation of disinfection using ATP detection instrumentation, microbial sampling, and effective antimicrobial agents.
For Law Firms
Environ Health Associates will provide expert testimony and assistance to law firms in the arena of food safety sanitation, and potable water, and related civil and administrative law.
Detailed analysis of environmental evidence can in some cases reveal environmentally transmitted disease exposure routes, but in other cases, such methods can rule out exposures. Our ability to clearly define these routes and the agents at work, allows us to provide expert testimony and opinions about causation for those needing answers.
